Saudi Arabia to start implementing tax-free temporary entry system for goods ( ATA Carnet )in June

The Federation of Saudi Chambers (FSC) has proudly announced Saudi Arabia’s membership in the World ATA Carnet Council (WATAC), marking a significant stride in global trade facilitation. With the official implementation of the ATA Carnet temporary entry system for goods scheduled for June, Saudi Arabia joins the ranks of 80 nations worldwide that embrace this vital international customs mechanism.

The ATA Carnet, often hailed as a “Merchandise Passport” or “Passport for Goods,” stands as a cornerstone of modern trade facilitation. Established under the International ATA Conventions and overseen by the World Customs Organization and the International Chamber of Commerce’s World Chambers Federation, its primary objective is to foster global commerce while dismantling trade barriers arising from divergent national customs regulations.

Under this system, goods can be temporarily imported duty-free and tax-free, whether through shipment or hand-carriage, for a duration of up to one year, provided they are re-exported within the stipulated timeframe. This flexibility extends across a broad spectrum of goods, offering businesses greater agility in their international operations.

This strategic move aligns seamlessly with the ambitious objectives of Saudi Vision 2030, which aims to position the Kingdom as a premier destination for international economic, sports, cultural, and tourism activities. Moreover, it bolsters Saudi Arabia’s preparedness to host esteemed global events such as Expo 2030, the 2034 FIFA World Cup, the Dakar Rally, and more. By facilitating smoother trade flows, the implementation of the ATA Carnet system is poised to catalyze economic growth across diverse sectors, amplifying trade activity and fostering a more conducive investment climate.

As the designated national authority entrusted with overseeing the temporary entry system for goods in accordance with the International Istanbul Convention on Temporary Admission, the FSC assumes a pivotal role. Through the issuance of ATA Carnet documents, beneficiaries gain expedited access to import certain goods without undergoing standard customs procedures or incurring associated fees and taxes.
